   (L) Dr. Marcus D. Kogel, accepts check for $4,100 from Nathan Feder (R), President of The New York State Association for the Help of Retarded Children, Inc. to aid in the establishment of a Speech Clinic for the mentally retarded at the New York Medical College, Flower-Fifth Avenue Hospital.
